This position exists primarily to provide consultation to Department of Human Services' (DHS) leadership, managers, and supervisors on compliance with State and agency policy, procedures, and practices related to equal opportunity and Affirmative Action in employment.
Responsibilities include but may not be limited to:
Investigate and/or provide alternative dispute resolution of complaints of protected class discrimination or harassment, or protected activity retaliation, by employees or applicants for employment.
Investigate non-discrimination matters referred by business partners.
Provide agency responses to enforcement agency charges, lawsuits, discovery and other legal process, in collaboration with Attorney General's Office and other DHS divisions (such as DHS Human Resources and DHS General Counsel's Office).
Develop and provide trainings to DHS leadership, managers, supervisors, and staff to create a more welcoming, inclusive workplace, free of unlawful discrimination.
Collaborate with DHS Civil Rights Coordinator, Limited English Proficiency Coordinator, Merit System Consultant, ADA Coordinator, or Digital Accessibility Coordinator to complete the work of their units.
Support EOAD policy development and implementation, and continuous educational and training efforts.
Monitor DHS' Affirmative Action hiring and whether selection and retention activities are conducted in a manner that supports and preserves a diverse workforce and handles civil rights complaints in human services delivery.
Minimum Qualifications

Three (3) years of experience conducting workplace discrimination investigations.
Experience must demonstrate the following:
Conducting anti-harassment and discrimination training or conducting mediation and/or other forms of dispute resolution.
Knowledge of affirmative action, equal opportunity, civil rights, or Americans with Disabilities Act (ADA).
Establish, organize, and maintain record keeping systems and procedures.
*Bachelor's degree in human resources, organizational management, law, or related field may substitute for 1 year of experience.
**Master's degree in human resources, organizational management, Juris Doctor (JD) or related field may substitute for 2 years of experience.
Preferred Qualifications
Juris Doctor (J.D.) or similar law degree from accredited law school.
Completion of at least two (2) years of law school.
Master's degree in human resources programs or Master's in organizational management.
EEO Investigator Certification or/other EEO related certification.
Variety of experiences working effectively with others from different backgrounds and cultures.
